Tenant Legislation


In 2009, the U.S. Congress passed the Protecting Tenants at Foreclosure Act (PTFA).  This Act has several provisions that give tenants rights when their landlord is foreclosed upon.  Under PTFA, tenants have the following rights:

  • If you have a written lease, you are entitled to stay until the end of the lease.
  • Even if your written lease has ended, you must be given at least 90-days notice before the new owner can start an eviction.
  • If an eviction begins, you have the right to go to Housing Court and ask the Judge to give you up to 6 months to remain in the foreclosed building while you look for a new place to live.

In 2011, the Connecticut Legislature passed House Bill 6351, which, if signed by the Governor, would codify the PTFA into Connecticut State law, and extend its expiration date from December 31st, 2014 to December 31st, 2017.
