In 2011, House Bill 6351 became law.

This:

  • Require that uninhabited one- to four-family properties acquired through strict foreclosure or foreclosure sale be registered with the town clerk.  Such registration must include name, address, telephone number, and e-mail address of the plaintiff in the foreclosure action, the owner of the acquired property, and any local property maintenance company serving as the plaintiff’s contact with the city.
  • Authorize municipalities to enforce statutes and ordinances regarding repair and maintenance of properties against registrants, provided that the municipality gives notice of any violations and the opportunity to remedy them.
  • Limit municipalities to these registration requirements.
  • Creates fines for failure to meet registration requirements.
